Horse Health Requirements for Athletes & Grooms

Athletes, Grooms, Owners etc. must fulfil the Horse Health Requirements for each Horse that will be present at an FEI Event. Grooms can create a FEI ID account to be able to connect to the FEI HorseApp. Click here for details.

1. Take two daily temperature readings for every Horse that will be present at an FEI Event for the three days leading up to the arrival at an FEI Event
Enter the two daily temperature recordings in the FEI HorseApp on a daily basis prior to arriving at an FEI Event.

For clarification, the three days prior to your arrival at the Event are calculated as per this example: If you plan to arrive at the Event on the Thursday, you will have to enter the temperatures for the three preceding days, which are Monday, Tuesday and Wednesday.

2. Fill in the Horse Health FEI Self-Certification Form for all Horses attending an FEI Event
To be filled in and submitted via the FEI HorseApp the day before or day of arrival at an FEI Event.

3. Taking and entering of two daily temperature readings for each Horse whilst at an FEI Event
To be entered in the FEI HorseApp on a daily basis.
Make sure that temperature recordings are entered twice a day from arrival until departure.

Remember to bring your own thermometer to the Event and make sure it is readily available at arrival as you will have to take the temperature of each horse after unloading them.
Make sure to be accompanied by a second person when presenting your horse for temperature taking, in order to have one person handle the horse and the second person to take the rectal temperature. It is not the responsibility of FEI Veterinarians or FEI Officials to handle your horse when the temperature is being taken.
We encourage you to record extra temperatures before an FEI Event in order to ensure that you are able to enter this information on the FEI HorseApp if necessary.

Horse Health Requirements for FEI Veterinarians

As per the FEI Veterinary Regulations, it is mandatory to use the FEI HorseApp to perform the Examination on Arrival and to consult and monitor the daily temperatures of all Horses stabled at a FEI Event. Click here for all information regarding the FEI HorseApp Examination on Arrival The Examination on Arrival is compulsory for all FEI Events in accordance with Art. 1029 of the FEI Veterinary Regulations. It is the responsibility of the Veterinary Delegate/President of the Vet Commission to organise and coordinate the Examination on Arrival process, as well as ensuring all biosecurity measures are in place and respected. Perform the Examination on Arrival as per Art. 1029 of the FEI Veterinary Regulations:

- Connect your microchip reader to the FEI HorseApp and scan the Horse' microchip to correctly identify the Horse

- Click here to see which microchip readers are compatible with the FEI HorseApp

- Check the Horse' passport, vaccinations and examine the Horse for any visible signs of infectious disease

- Check that the temperatures prior to arrival have been submitted as well as the Self-Certification Form. Click here for details.

Extra Information

Examination on Arrival includes temperature taking. Please make sure the Athlete/Groom takes the Horse' rectal temperature using their own thermometer. Do not use your own thermometer.
A Horse with a temperature of 38.5°C/101.3°F or higher and any other Horse travelling with it, must be put into isolation. Please instruct the Athlete/Groom on the measures regarding the isolation of Horses.
The temperature of a Horse put into isolation can be taken again at a later stage and, if back to normal and after the assessment of the FEI Veterinary Delegate, the Horse may be allowed to return to the main stables.
All the Horses that are stabled in the FEI stables must be registered in the FEI Database with a FEI ID number, examined on arrival and fulfil the Horse Health Requirements even if they are not competing in the FEI Event.

Temperature Checks

In accordance with the FEI Veterinary Regulations, the rectal temperatures of each Horse must be taken and entered in the FEI HorseApp by the Athlete/Groom twice a day whilst at an FEI Event.

As Veterinarian, you are able to consult the daily temperatures directly on the FEI HorseApp in the Temperature Check section.

Horse Health Requirements for Organising Committees

Organising Committees have an important role to play in ensuring that the Horse Health Requirements are fulfilled in conjunction with the FEI Veterinarians and the Examination on Arrival process. Click here for all information regarding the FEI HorseApp

Why do you need to check-out Horses from your Event?
1. For biosecurity reasons	The check-out of Horses by the FEI Event Organiser is part of FEI Horse traceability management. Together with the Examination on Arrival conducted by FEI Veterinarians and the Horse Health Requirements, all actors contribute to ensuring an acceptable level of biosecurity
2. For Horse movement	To assist in enforcing various Animal Health Laws around the world and to assist in maintaining the high health status of FEI registered horses witin the European Union and elsewhere.

When do you need to check-out the Horse from your Event?
The day the Horse leaves the FEI Event Venue
Horses should be checked out via the FEI HorseApp when you give the FEI documents/Horse passports back to the Athlete/Owner
Do NOT check Horses out the day after or several days after the Horse has left your Venue. It is important for Horse traceability that it is done the day the Horse leaves the Venue.

How to check-out Horses from your Event
You must use the FEI HorseApp to check-out Horses from your Event
You must make sure to check-out the correct Horse - please make sure the FEI ID number and Name match

What happens if you don't check the Horses out from your Event?
Athletes and Horses can be incorrectly sanctioned for missing temperature recordings
The traceability of the Horse is not guaranteed
Organising Committees will be warned and subsequently sanctioned in cases of repeated offence

Extra Information The Examination on Arrival is performed by the FEI Veterinarians as soon as the Horse arrives at the Venue using the specific functionalities on the FEI HorseApp. There are two different protocols that can be applied depending on the configuration of your Venue. FEI Veterinarians are responsible for the examination of all Horses. However as an Event Organiser, you have the overall responsibility, in accordance with Art. 1010 and 1027 of the FEI Veterinary Regulations, to organise facilities for the Examination on Arrival and ensure the Examination on Arrival is performed in accordance with Art. 1029 of the FEI Veterinary Regulations. A sufficient number of Veterinarians must be available on the day the horses arrive, to ensure that the procedure can be run correctly and in a timely manner. Horse Health Requirements for FEI Officials

FEI Officials assigned to a FEI Event are able to consult the daily temperature recordings of all Horses stabled at the FEI Event. Horse Health Requirements for National Federations

National Federations need to be aware of the Horse Health Requirements to be able to assist their Athletes, Grooms, Owners and Person's Responsible to comply with the FEI Veterinary Regulations Click here for all information regarding the FEI HorseApp Sanctions for non-compliance Sanctions for non-compliance have been introduced worldwide as of 1 September 2022. ALL Horses competing at ALL FEI Events worldwide must fulfil the Horse Health Requirements via the FEI HorseApp. You can find the Sanctions listed in Annex VI of the FEI Veterinary Regulations. The updated sanctions, as approved by the FEI Board, are applicable for all FEI Events as of Monday 4 July 2022. An overview can be found here. If the Horse Health Requirements have not been fulfilled and a sanction/fine is to be issued, the National Federation of the Athlete competing the Horse at the given FEI Event will be invoiced by the FEI. The National Federation will need to follow-up directly with their Athletes in accordance with their internal procedures.
